The Commercial Division manages and oversees marina operations at Agat Small Boat Marina, Agana Marina, and the Harbor of Refuge. These facilities support “seaworthy “recreational, commercial, and transient vessels with safe mooring, essential services, and regulatory oversight.
Our goal is to provide accessible, well-maintained marina facilities while ensuring compliance with all applicable maritime regulations.

Use Permits and Requirements
All marina users must obtain the appropriate use permits prior to docking or conducting operations.
When a Use Permit Agreement is Required
To manage safety, security, and orderly marina operations, a Use Permit Agreement is required to ensure that only authorized vessels have access to and utilize marina facilities. Permits also help verify compliance with local safety standards, insurance requirements, and environmental regulations.
A permit is required for:
- Mooring or docking of any vessel
- Ensuring that only authorized vessels use marina facilities
- Verifying compliance with applicable safety standards and regulations
Required Permits May Include:
- Recreational Use Permit
- Commercial Use Permit
- Temporary Docking Permit
- Special Event Use Permit (if applicable)
General Requirements:
- Seaworthy demonstration
- Current vessel registration/documentation
- Current valid Identification
- Current Guam Business License (if required)
- Articles of Incorporation (if required)
- Proof of insurance (if required)
- Compliance with safety and environmental regulations
- Payment of applicable fees
Payment to be made at the Port Authority Administration Building (1st Floor).

- Power and water available on docks
- Guam Fire Department Rescue Office
- Marina Grill Restaurant
- 35 Moorings
- Emergency and temporary shelter for vessels
- Priority use during severe weather events
- Limited long-term occupancy
APPLICATION PROCESS:
Submit Application
- Complete the required Slip/Mooring Use Permit Application form
- Provide all supporting documentation
Review & Approval
- Applications are reviewed by the Commercial Division
- Vessel must conduct a seaworthy demonstration
- Additional information may be requested if needed
- Marina Manager to review for disposition
Use Permit Issuance
- If approved, you will receive an official Use Permit Agreement for your review and signature
- Use Permit Agreement conditions must be followed at all times
- Please be guided by the Marina Rules and Regulation
Payment of Fees
- Fees must be paid upon approval
- The signed Use Permit Agreement is submitted to the General Manager for final approval
- Once approved, you will receive a copy of the fully executed Use Permit Agreement
All Use Permit Agreements expire at the end of the calendar year.

- Vessel size and assigned slip (to ensure proper fit and safe berthing)
- Duration of stay (daily, monthly, short-term, or long-term).
- Type of use (recreational vs. commercial)
Rules and Regulations (Summary)
- Vessel must be deemed “seaworthy”
- Maintain safe docking practices
- Keep the gates locked at all times
- No discharge of pollutants or hazardous materials
- Observe quiet hours and operational guidelines
- Keep assigned areas clean and free of debris
- Permits are non-transferable
- Follow all harbor master or port authority instructions
Please refer to the 2007 Marina Rules and Regulations. Failure to comply may result in penalties or the revocation of user permit.
