Modernization Plan

Since its construction in 1969 the Port has remained largely unchanged. The modernization of the Port is long overdue. With many areas near capacity, congested or unusable, the expansion of the Port's facilities and equipment upgrades will enable PAG to create operational efficiencies and maximize Port capacity. In August 2007, Parsons Brinckerhoff International, Inc. (PBI) began its work to update the agency's 1999 Master Plan. The recommendations and updates made address future PAG expansion and development based on typical commercial growth, as well as the impending military buildup. Needs assessments for the military buildup were based on preliminary information of cargo volumes and personnel relocation provided by the Joint Guam Program Office (JGPO). The final draft document was completed in April 2008.

Key Project Initiatives

The modernization of the Port Authority of Guam will be designed to meet the unprecedented growth of the island fueled in large part by the expansion of U.S. military bases on the island as well as the overall growth of Guam's economy. Some of these key modernization initiatives include:

  • Upgrade of Terminal Operating System to allow for automated invoicing, cargo and container tracking, financial management and maintenance management.
  • Expansion of Wharf Space to accommodate larger vessels as well as increase overall vessel handling capacity.
  • Acquisition of additional gantry cranes to allow for increased cargo movement through the Port and more importantly, to enhance overall productivity and efficiency.
  • Expansion of existing facilities to support fishing and cruise line industries.
  • Port's ability to meet the aggressive schedule of the DOD build-up on Guam.

Overall, the modernization plan will increase demand capacity to ensure that Guam's only commercial port is developed and managed to adequately accommodate and capitalize on the rapid expansion expected to occur over the next decade.

Key Milestones

Port Modernization Program

In April of 2008 the Port Authority of Guam unveiled its updated master plan which set the road map for the upgrade of its facilities to world class standards. The master plan, which will modernize the Jose D. Leon Guerrero Commercial Port, calls for nearly $200 million in capital improvement upgrades to the 34-year-old facility. Granted conditional approval from the Guam Legislature in December 2008, the modernization program will address Guam's organic growth as well as the anticipated increased cargo volume resulting from the relocation of 8000 Marines and 9000 dependants to Guam from Japan.

OAE (Owner's Agent/Engineer Services)

In October 2008, the Port Authority issued an RFP for Owner's Agent/Engineer Services (OAE). The qualified engineering firm will provide technical services for the modernization of the Port's Commercial Cargo Terminal. The OAE will be responsible for defining requirements, monitoring compliance and assuring the delivery by others in meeting performance benchmarks related to the Port Modernization Program. In February 2009 a contract was awarded to Parsons Brinckerhoff International, Inc.( PBI) for the above services. PBI has been tasked for the completion of the implementation plan via subgrantee funding from the DO's Office of Economic Adjustment for $466,040.00


Several key components of the modernization plan have already been launched, including the agency's agreement with MARAD, the U.S. Maritime Administration. In October of 2008 former President Bush signed a federal law designating the Maritime Administration as the lead Federal Agency for the "Port of Guam Improvement Enterprise Program." MARAD is working with Port and government of Guam officials on the issuance of a contract for a Program Management Team. This team will then oversee and conduct all work related to the $195 Million modernization plan. General Manager Glenn Leon Guerrero traveled to Washington, D.C. in February to join MARAD for oral presentations by the companies that submitted their proposals. MARAD anticipates awarding the contract the summer of 2010.


In December 2007, the Port Authority entered into a 5 year agreement with Matson and Horizon for the non-exclusive right to use the Port's rails for landing, installing, using, and maintaining three refurbished cranes from the Port of Los Angeles. The cranes have been retrofitted and modified to enhance their productivity and handling capabilities. They are equipped with state-of-the-art electronic control drives and handling 45-foot containers and new disc-style main function brakes. Fully assembled, the cranes are more than 160-feet tall and have a lift height of more than 90 feet and will be operated by Port Authority of Guam employees. The POLA cranes became operational in April of 2009.


The Port Authority will be seeking to enter into a Performance Management Contract with a company for the management, operation and maintenance of its cargo handling equipment. The PMC will help the Port increase efficiency and reduce costs in its operations. Work is ongoing by PAG and procurement officials to bring a PMC onboard.

Strategic Port Designation

Due to the critical role the Port Authority of Guam has with regards to our national defense General McNabb (USAF) Commander, United States Transportation Command, last year designated our port as a Strategic Seaport for the United States in September of 2009. With this designation, the Port Authority of Guam becomes the 16th commercial Strategic Seaport in the United States. The benefits of Strategic Port designation to a U.S. seaport are numerous and significant. They include: increased federal investment in the port district; improved access to federal security and port infrastructure funding; dramatically increased cargo volumes during periods of military deployment; and the establishment of an ongoing partnership between the seaport and the Department of Defense, resulting in the development of joint projects benefiting both the military and the commercial port. In addition, a strategic designation will showcase to the commercial industry our capacity to serve the needs of their companies, our region and the people of Guam.

FY 07 Port Security Grant

The Port Authority of Guam in March 2009 received a Release of Funds notification for the FY 07 award which secured more than $1.3 Million in federal grants to install new container yard lights at the commercial sea port and acquire trailer mounted portable fire pumps The funding, obtained from the U.S. Department of Homeland Security, under the Port Security Grant Program (PSGP) will be used to replace the aging 50 foot poles and lights with 80-foot steel reinforced poles and new lighting. The poles will be strategically placed throughout the entire container yard for maximum security and protection. The trailer mounted fire pumps will be used as means of extinguishing fires in the event of a repeat of the oil tank fires that occurred after Supertyphoon Pongsona in December 2002.

FY 08 Port Security Grant

The Port Authority of Guam secured more than $1.1 Million in federal grants to install Port wide CCTV surveillance systems and inter- operable communications for the commercial sea port. The funding, obtained from the U.S. Department of Homeland Security, under the Port Security Grant Program ( PSGP) will be used to further enhance security and provide communications with law enforcement entities in response to all hazards.

Rail Replacement and Wharf Upgrades

Black Construction completed this project in November 2009 which cost $3,928,000 and included other upgrades to the wharf, including asphalt pavement repairs to all depression and low areas that have been accumulating water, replacement of fendering system, underwater sheetpile repairs, concrete bulkhead repairs and utilities. The project was funded through a combination of operating revenues and insurance settlement funds.

Port Security Grant

The Port Authority of Guam was notified on April 8th that it will be receiving $1,223,644.00 from its recent February 2009 submission to the Fiscal Year 2009 Port Security Grant Program. The funding will be used for two different projects. One project will install the Comprehensive Access Control System and TWIC Readers. The other portion of the funding will be used to purchase and install a radar/intrusion detection system for the entire Apra Harbor.

Marina Renovations

The Port Authority of Guam in April of 2009 was given an Authorization to Proceed by the Department of Interior which is providing the $1.8 Million in federal funding for the renovations and site improvements. The renovations will include the repair of 1,660 linear feet by Phases, of deteriorated steel sheet pile bulkhead to prevent further deterioration of the existing bulkhead and erosion of the fill behind the bulkhead. Other improvements at the Marina will include the placement of a concrete slab on the north side of the entrance channel, removal and replacement of steel ladders along the face of the piers, removal and replacement of steel pipes railings on the piers and stabilizing the surrounding areas.This will be the second time major renovations have occurred at the Gregorio D. Perez Marina in Hagåtña.
